Virginia has a unique law that makes it possible for self-employed to purchase insurance as a small group plan. You'll have to go to an insurance broker to get this. When this was first introduced several years ago, premiums were much lower through the small group option than on the exchange. Over time, the small group plan premiums have risen to nearly the same price as exchange plans. However, the small group plans seem to offer better benefits.
Sentara Health Plans – The cheapest option, but I’ve never heard of this company.
Kaiser Permanente – About 20% more expensive.
Anthem HealthKeepers – The price is almost the same as Kaiser, but I’m not sure if it’s the best fit.
Any advice on which of these might be the best option, or if there are other alternatives I should consider, would be greatly appreciated!
Thanks in advance for your help!

Bad practices by Sentara led to the legislation creating the self-employed small group option. Sentara is now under investigation for those practices:

Anthem HealthKeepers has a reputation of poorly paying providers, and has been found guilty of multiple health insurance violations:

Virginia Kaiser Permanente network may not be as robust as it could be. There are reports of KP beneficiaries having to drive hours in Northern Virginia traffic to get to an in-network imaging center. I do know California beneficiaries that are very happy with their KP plan.
